Our Mission & Vision

PLIAS Resettlement is a community-based not-for-profit organisation and registered charity supporting people who have been involved in the criminal justice system, women affected by domestic violence and abuse, young people who may be at risk, and individuals impacted by crime.

Our mission is to reduce re-offending, support victims of crime, domestic abuse and violence, by breaking the cycles of harm by providing tailored guidance, practical support, and access to positive opportunities. We aim to improve life chances, strengthen wellbeing, and help individuals build safer, more stable futures across North and West London.

Our vision is to create safer, stronger communities where people can rebuild their lives, overcome disadvantages, and access the support they need to thrive.

We work in partnership with individuals, families, community organisations and local authorities to reduce harm, improve social inclusion and ensure that people regardless of their past or circumstances have hope and opportunities for positive change.

PLIAS Resettlement was formed in September 2004 and was officially established in December 2005. Our main objective is to support the resettlement and integration of offenders back into the community, thereby improving their life chances and, future prospects. PLIAS has also extended its services to provide support to women who are victims and survivors of domestic abuse, violence and homicide from the African and Caribbean community and women from other minoritised communities.

We support:

  • Ex-offenders
  • People at risk of offending or reoffending
  • Victims of crime, domestic abuse and violence
  • People at risk of becoming victims of crime, domestic abuse and violence
  • We work with both adults and young people aged 16 and above.

Although our core work has traditionally focused on supporting adult ex-offenders, we have since broadened our service provision to encompass youth projects and support for women experiencing domestic abuse and violence. As part of this evolution, PLIAS has developed a specialism in providing intercultural competence and cultural insight to Domestic Abuse Related Death Reviews (DARDRs) and Expert Panels, reflecting our ongoing commitment to crime prevention.

Chair

Jacqueline A. Hinds

Board Chair | Leadership, Governance and Organisational Transformation

Jacqueline A. Hinds is an experienced Trustee with a strong track record of board service across the healthcare, education, public, and now the charitable sector. She brings strategic insight, values-led governance, and deep expertise in leadership development, organisational transformation, and cultural change.

As Founder of Wilson Hinds Consulting, Jacqueline is a Certified Emotional Intelligence Coach, Master Trainer for the Certified EISAP2.0™ Practitioner Programme, and an established leadership consultant. She is particularly recognised for supporting boards and senior leadership teams through periods of complexity, including post-merger integration, organisational restructuring, and cultural renewal, with a focus on strengthening governance effectiveness and board dynamics.

With over 30 years’ experience as a Human Resource Development Specialist, Jacqueline designs and oversees bespoke initiatives that embed emotional intelligence and intercultural competencies as core organisational capabilities. Her work is informed by advanced assessment frameworks, including ESAP2.0™, EQ-i®2.0 and EQ360® Leadership assessments, enabling evidence-based oversight of leadership capability, risk, and organisational health.  Jacqueline is the creator of the Multilateral Approach to Emotional IntelligenceTM (MAEI) model, an integrative framework combining Emotional Intelligence (EQ), Cultural Intelligence (CQ), Spiritual Intelligence (SQ), and Emotional Resilience (ER). This approach has been applied across corporate, healthcare, and social care environments, including specialist contexts such as Dementia Care Management, supporting sustainable change and improved outcomes.

Her governance experience is complemented by a strong commitment to safeguarding, social justice, and public accountability. Jacqueline has served as a Domestic Abuse Scrutiny Panel Member with the British Transport Police and, as an Expert Panel Member.  Now an Accredited Chair for Domestic Abuse Related Death Reviews (DARDR), Jacqueline contributes independent challenge, assurance and intercultural competencies, context and nuances that are frequently omitted from these reviews. Jacqueline has recently stepped down from being a Senior Selection Assessor with the College of Policing, supporting senior leadership recruitment, standards and ethical practice; which will enable her to focus fully on her role within the domestic homicide, abuse and violence arena.

Currently, Jacqueline serves as Chair of the Board of Trustees for PLIAS Resettlement and as a Trustee of the Manchester Academy Community Research and Training Institute (MaCTRI). She also leads her Women of Faith Programme and Retreat, an inclusive initiative that brings together women from all faiths and backgrounds to foster fellowship, personal growth, healing, and empowerment. Through this programme, Jacqueline creates safe and supportive spaces where women can develop their leadership potential, build resilience, enhance their skills, and navigate personal and professional challenges with confidence.

As a Trustee, Jacqueline is known for her strategic thinking, independent judgement, and ability to strengthen board effectiveness, ensuring organisations remain mission-focused, well-governed, and responsive to the communities they serve. She is currently undertaking studies to attain her PhD

Treasurer / Trustee

Dun Kuti

Board Treasurer | Strategic Operations, Governance and Financial Risk

Dun is an experienced finance professional with over 30 years’ experience across the corporate and charity sectors. She is a Chartered Accountant (FCCA) and a member of the Chartered Institute of Securities and Investment, bringing strong technical expertise and robust financial governance to her Trustee role.

She currently serves as Head of Finance at Community Action Sutton, a charity that provides infrastructure support, capacity building, and strategic representation for voluntary, community, and social enterprise (VCSE) organisations across the London Borough of Sutton. In this role, Dun works closely with senior leaders and trustees to ensure financial resilience, regulatory compliance, and long-term sustainability.

Dun is deeply committed to equality, social justice, and strengthening the financial sustainability of VCSE organisations. She is pleased to contribute her knowledge, insight, and strategic financial oversight to support PLIAS Resettlement’s mission and to help ensure the organisation continues to deliver high-quality, impactful services.

Board Secretary / Trustee

Kirsty Atek

Board Secretary | Stakeholder Engagement and Governance

Kirsty Atek is a community-focused professional who brings strong organisational, administrative, and stakeholder engagement capabilities to her role as Board Secretary. She plays a key role in supporting effective board governance, ensuring clear communication, accurate record-keeping, and the smooth coordination of board activity.

With a background in customer service and fundraising, Kirsty contributes practical insight into stakeholder relations, community engagement, and resource development. Her experience enables her to support the board in maintaining transparency, accountability, and responsiveness to the communities the organisation serves.

Kirsty is actively involved in local initiatives and regular volunteering, Kirsty brings a grounded, people-centred perspective to board discussions. She is committed to upholding good governance practices and supporting the board to operate efficiently, ethically, and in alignment with the organisation’s mission and values.

Trustee

Sean Pascal

Board Trustee | Strategic Operations and Governance Specialist

Shaun Pascal is a senior strategic leader with over 20 years’ experience in organisational governance, institutional risk management, and large-scale cultural transformation within one of the UK’s largest public sector organisations. He brings deep expertise in board-level assurance, regulatory compliance, and ethical leadership in high-risk, high-scrutiny environments.

Currently serving as Director of Cultural Transformation within the Metropolitan Police Service, Shaun leads a flagship organisational reform programme impacting a workforce of over 22,000 personnel. He is a recognised Subject Matter Expert in professional standards, workplace conduct, safeguarding, and systemic bias, with a proven track record of delivering board-ready reporting for judicial, regulatory, and executive scrutiny.

Shaun’s professional background spans advanced behavioural analysis, complex safeguarding, forensic audit and information governance, crisis management, and business continuity under international standards. He has operated nationally and internationally in critical incident response, including disaster victim identification under INTERPOL protocols, and is highly experienced in stakeholder diplomacy, executive liaison, and reputational risk mitigation.

Alongside his executive career, Shaun has a strong record of community and education governance. He has served as a School Governor and Trustee within academy trusts, contributing strategic oversight to student welfare, safeguarding, and organisational accountability. He is also the Co-Founder and Executive Director of Black Wall Street Media, a global platform advancing economic justice, cultural equity, and social enterprise through strategic partnerships and community investment.

Shaun is the recipient of multiple national honours, including the Police Long Service and Good Conduct Medal and the Queen’s Jubilee Medals, as well as judicial and senior executive commendations for professionalism, integrity, and stakeholder leadership.

He brings to his trustee role a calm, principled, and highly analytical approach, with particular strengths in governance assurance, risk oversight, cultural integrity, and values-led decision-making.

Trustee

Judith Davis

Board Trustee | Strategic Operations, Governance  and Safeguarding

Judith Davis brings extensive experience in public health, equality leadership, and community advocacy to her role as Trustee at PLIAS Resettlement. She is deeply committed to supporting women from diverse backgrounds, particularly those navigating vulnerability, transition, and recovery.

A registered nurse, midwife, and public health specialist, Judith holds a diploma, two degrees, and an MSc in Public Health. Her professional career spans healthcare delivery, workforce development, and systems-level equality work, with a strong focus on improving outcomes for women and marginalised communities. In recognition of her contribution to staff development and leadership, she was awarded the Royal College of Nursing (RCN) Rising Star Award in 2020.

 

Judith previously served as Chair of the Race Equality Network (REN) within a large NHS organisation, where she demonstrated strategic leadership and innovation. During her tenure, she grew network membership from six to over 250 active participants, significantly raising the profile and impact of equality work across the organisation. She led the “You Are Not Alone” campaign in response to the death of George Floyd during the Covid-19 pandemic and mobilised emotional and practical support for staff affected by the pandemic in India. As REN Chair, Judith reported directly to the Equality Board, providing regular updates on progress, risks, and systemic challenges.  Her expertise includes mentoring and developing individuals at all stages of their careers, with many of those she supported progressing into senior roles. She has extensive experience advocating for women and families affected by domestic abuse, including representation at MARAC and child protection meetings, ensuring safeguarding, dignity, and equitable access to support.

Beyond her professional roles, Judith is actively engaged in community and faith-based initiatives. She plays a leadership role within women’s ministries, mentoring young women emotionally, spiritually, and practically. She has co-led the organisation of annual women’s retreats and family life programmes addressing domestic abuse, parenting, sexual health, and skills development, consistently receiving positive feedback for their impact and relevance.

Judith currently serves as a Trustee on a foodbank committee, where she contributes to governance, quality assurance, and volunteer development. She ensures that volunteers are appropriately trained to engage sensitively with service users and are confident in signposting or escalating concerns when needed.

Having completed the Workforce Race Equality Standards (WRES) Expert Programme, Judith has a strong interest in addressing health inequalities, particularly those affecting women of colour. She brings to the Board a combination of strategic oversight, frontline insight, governance experience, and compassionate leadership, supporting PLIAS Resettlement’s mission to deliver inclusive, trauma-informed, and high-quality services.
